Challenges faced by the client

With the declining birthrate nationwide, a local public university needed to clarify its management strategy, disseminate it throughout the university, and strengthen its organizational structure in order to secure students and nurture and produce human resources who will play active roles in society. In particular, the public relations department, which is in charge of the information dissemination function, was required to develop the characteristics of the university and actively disseminate information. However, efforts varied from department to department, and the university as a whole was not conducting effective public relations activities.


Implementation Details

Planning, question design, actual survey, tabulation and analysis, and recommendations for a survey of all public relations activities at the university were conducted.


A comprehensive survey was planned and conducted to ascertain the current status of the university’s overall public relations operations. Specifically, we targeted more than 100 faculty members involved in public relations work, and calculated the total hours worked by the entire university based on the nature of the work and the time spent on it. The survey was conducted in two stages, a preliminary interview survey and a final survey, in order to improve the quality of the survey. Based on the survey results, the current problems were summarized and recommendations were made to management along with a work function plan.


Results

An inventory of the university’s overall public relations operations was conducted, and problems were clarified. Based on the recommendations, a new department was established to oversee public relations strategies, contributing to the overall optimization of operations and the restructuring of the system.
